K-12 public and private schools' role in the State of the Arts Report is multifaceted. Arts education and school arts programming were examined to gain a better understanding of the state of arts education in Ohio. Moreover, School arts programs are considered part of the arts and cultural environment.
The Ohio Department of Education (ODE) was contacted to determine what
data, if any, was collected about schools, teachers and arts programming in
Ohio. ODE provided information about:
- The number of arts teachers employed in each district
- The ratio of arts teachers to students
- The minutes of arts instruction for students per week
ODE
suggested that individual schools be contacted for information about arts
education budgets and the availability of extracurricular arts activities. A
survey was mailed to the schools' principals, since they were perceived to have the most accurate information on the schools' budgets and are the primary decision-makers for the schools. Principals were instructed to seek assistance from arts education teachers or arts specialists, if necessary, to answer survey questions.
The data
collection of this study supplemented the efforts already in place by such
organizations as the Ohio Alliance for Arts Education (OAAE) and the Ohio Arts
Council's Arts in Education Program. The survey questions did not cover areas
that had already been studied by these institutions. For
example, the Status of Arts Education in Ohio Schools, a survey developed with

OAAE, the OAC and the ODE,
provides detailed information on arts programs offered by in Ohio's
public schools. The survey questions also reflected input from the OAC's State
of the Arts Report
stakeholder survey. Data from the stakeholder survey showed, that early
childhood exposure to the arts impacted adult participation in the arts.
Survey
question topics included:
- School budget information
- Field trips offered by the school
- Partnerships between schools, nonprofit and for-profit arts organizations, and government agencies
- Extracurricular activities and programs offered by the school
