Cultural Citizenship: The Texas Commission on the Arts

Purpose of Study The purpose of the report was to present a qualitative data of the arts, depicting the impact the arts have on different aspects of society.
Methodology While the report includes qualitative data, it is not clear as to what, if any, research methods were utilized for the gathering of information. It seems as though essays and anecdotes were submitted on each relevant topic.
Results
  • The assessments are essays, recommendations and personal accounts written by arts administrators, participants in arts programs, various professionals, artists, educators and members of the communities.
  • The Texas Commission on the Arts report contains four sections, indicating the connections between the arts and education, business, family and the criminal justice system – in particular, working with juvenile detention centers and youth-at-risk programs. A fifth section includes legislative speeches that speak to the Texas Commission on the Arts, and the arts. This section is very compelling since it includes anecdotes of the arts and their effect on the lives of state officials. Representative Leticia Van De Putte of San Antonio writes, "Every night, my mother would play the piano. If you grow up in an environment where art is a part of your daily life, you don't think of its as something separate from your existence" (Cultural Citizenship, Austin, Texas: Texas Commission on the Arts, 1996).
Assessments
  • Interesting statements from community leaders, arts administrators, professionals, artists and educators about the integral relationship between the arts and society. The statements include personal stories that describe the various connections. In the essay Coalitions Have Positive Impact, Melinda Harvey writes, "As a planner [urban planner], I feel I have the responsibility to examine traditional land uses and see if there are ways to change or modify those uses. Once ideas are implemented, they can have a profound effect on a community – on its response to a culture in its support for some of its intangible things, such as the arts."
  • The report does not include any quantitative data. While there is qualitative information, it does not appear to be gathered by any particular research method. The report shows the impact of the arts on society through qualitative means as opposed to statistical data.
  • The report does not define a clear purpose. It appears to be a collection of essays on the arts and the different aspects of society, and/or a qualitative final report of the Texas Commission on the Arts.
  • Example of commentary on the arts and their impact on society from various stakeholders, legislators.
