Melissa J. Donovan – Former Coordinator for the Information and Resource Assistance Program of the Ohio Arts Council

Melissa Donovan played an essential role in the development of the blueprint for the State of the Arts Report by incorporating the OAC's mission and components of its strategic plan into the goals and objectives of the State of the Arts Report. She was the fiscal manager for the project and the liaison between the OAC and the Advisory Committee. Donovan assisted with data collection and analysis. She worked closely with The Ohio State University's Center for Survey Research to assure that the project goals and objectives were met, and took a primary role in the writing of the report. Donovan worked for the Ohio Arts Council 1994-2001. She was coordinator of the Information and Resource Assistance Program. In this capacity, Donovan managed projects and funds related to organizational assistance in the areas of strategic planning, capacity building, and technological guidance; and she was responsible for the State of the Arts Report budget. Previously she served as the Program Specialist for the Individual Artists Program at the Ohio Arts Council. Donovan has a master's in public policy from The Ohio State University and a bachelor of arts in politics from Mount Holyoke College in South Hadley, Massachusetts.

Christy L. Farnbauch – Community Development Director, Ohio Arts Council

Christy Farnbauch advised the Advisory Committee on specific connections between the State of the Arts Report and the Ohio Arts Council's Community Development Program. Farnbauch assisted in question formatting for the public opinion piece. Data from the public opinion piece will provide information that will be compared with local data being gathered by two communities, Hamilton and Portsmouth, who are participating in the OAC's Community Development Initiative (CDI). Farnbauch has worked at the Ohio Arts Council for over ten years and is currently the Community Development Director. Her primary responsibility is overseeing the OAC's Community Development Program and special projects with budgets of approximately $2 million. These projects include the Community Development Initiative, the Appalachian Arts Program, the Black Swamp Rural Arts Initiative, the Ohio River Border Initiative, the Community Grant Program for Local Arts Agencies, and the second phase of the State of the Arts Report which is being funded by the Wallace Reader's Digest Funds. Farnbauch previously served as the Assistant Coordinator and Program Assistant for the Arts in Education program at the Ohio Arts Council. She has been a panelist and speaker at a variety of local, state and national public meetings, workshops and conferences. Farnbauch earned a bachelor of arts degree in music performance and business administration from Otterbein College in Westerville, Ohio.

Therese Filicko – Research Director for the National and Local Profiles of Cultural Support Project

Therese Filicko contributed to the State of the Arts Report with her expertise in methods of data collection, analysis and reporting, particularly with respect to public attitudes and perceptions regarding policy issues on the arts and culture. She assisted the Center for Survey Research at The Ohio State University with the development of the stakeholder survey instrument. In addition, she has expertise in the use of national data sets on nonprofit arts and cultural organizations, and she assisted the committee with obtaining aggregate information on the nonprofit arts and cultural organizations in Ohio. She took a primary role in the data analysis writing. Filicko's background is in American politics, specifically political attitudes. She is trained in social science research methods, specifically, in public opinion surveys and methods, with a particular interest in political psychology. While on the faculty at Case Western Reserve University, she taught a variety of courses in American politics. She is currently the Research Director for the National and Local Profiles of Cultural Support project, a joint effort of the Arts Policy and Administration Program at The Ohio State University and the Americans for the Arts (Washington, DC). Filicko holds two bachelor of arts degrees from Villanova University and a master's degree in political science from Duke University.

Eileen E. Kennedy &150; Project Manager for the State of the Arts Report

Eileen Kennedy was responsible for managing the processes and procedures relating to all phases of the State of the Arts Report. She assisted in the development of the mission statement, goals and objectives for the SOAR project. She played an integral role in the implementation of the project's plan, and worked closely with the advisory committee to meet the project's rigorous timeline. She took a primary role in the writing of the State of the Arts Report. Previously, Kennedy interned in the Office of Congressional Liaison at the National Endowment for the Arts, where she researched appropriations legislation for the NEA. She also assisted the former chair of the NEA, Frank Hodsoll, with the research of legal and economic issues pertaining to the public purposes of the arts associated with the American Assembly project, The Arts and the Public Purpose. Kennedy holds a bachelor of arts degree in economics, and a juris doctorate degree from Temple University, Philadelphia, PA and a master's degree in arts policy and administration from The Ohio State University.

Wayne P. Lawson – Executive Director for the Ohio Arts Council

Wayne Lawson served as an advisor to the State of the Arts Report advisory committee. He aligned the committee with the OAC's expectations for the report, in particular, the State of the Arts Report's primary goal of aiding the OAC in its future policies and programming. Lawson played an essential role in the development of the blueprint for the State of the Arts Report and in the formation of the SOAR Advisory Committee. Lawson has been the executive director of the Ohio Arts Council since 1978. He has served on many panels for the National Endowment for the Arts, was chairman of the National Assembly of State Arts Agencies for three terms and completed three terms as chairman of Arts Midwest. He serves on the evaluation team of Young Audiences, New York City, and is a board member of the Music-Theatre Group in New York City and the Fine Arts Work Center in Provincetown, MA. Lawson serves on the board of the Columbus Aids Task Force and co-chairs their Art for Life Auction every two years. He received the 1994 Gary Young Award from the National Assembly of State Arts Agencies. In 1995, Lawson was awarded a medal of lifetime achievement in the arts by the Butler Institute of American Art in Youngstown. Lawson earned a bachelor's, master's and doctoral degree from The Ohio State University.

Richard L. Luftig – Professor, Department of Educational Psychology, Miami University, Oxford, Ohio

Richard Luftig provided input in the preliminary evaluation and assessment phase of the State of the Arts Report, in particular, the development of the evaluation tools. He worked with the Center for Survey Research at The Ohio State University to collect data and to develop coding schemes for the analysis of data. In addition, Luftig assisted in the implementation and development of the public opinion piece. He provided expertise in question formatting and the collection and analysis of data. He reviewed all final methodologies associated with the report. Luftig is a professor of educational psychology at Miami University in Oxford, Ohio. He has worked extensively in the field of arts evaluation. In particular, he designed, implemented and evaluated the evaluation component of the SPECTRA+ program that investigated the effectiveness of an integrated arts program in schools. Luftig also worked with Christy Farnbauch, the Ohio Arts Council's Community Arts Director on the Community Development Initiative. Luftig earned a doctorate in educational psychology from Purdue University.

Margaret J. Wyszomirski – Director of the Arts Policy and Administration Program, The Ohio State University

Margaret Wyszomirski was an advisor to the State of the Arts Report advisory committee. She assisted the committee in developing the State of the Arts Report as a tool for public policy. In addition, her knowledge on issues pertaining to cultural policy at both the national and state level was invaluable to the committee, especially in the planning phase of the project. Presently, Wyszomirski is the director of the Arts Policy and Administration Program and professor of public policy at The Ohio State University. She chairs the Research Task Force of the Center for Arts and Culture and is a member of the Research and Information Committee of Americans for the Arts (Washington, DC). Previously, Wyszomirski was the director of the Graduate Public Policy Program at Georgetown University and a senior faculty member of the Federal Executive Institute of the U.S. Office of Personnel Management Program. She was staff director for the bipartisan Independent Commission (1990) and Director of the Office of Policy Planning, Research and Budget at the National Endowment for the Arts (1993). She was chair of the steering committee of the American Assembly project The Arts and the Public Purpose (1997) and is a member of the leadership team of the American Assembly's current project Art, Technology, and Intellectual Property. Wyszomirski earned a doctorate in government at Cornell University and has taught at Dickinson College, Rutgers University, Cornell University's Washington Program and Case Western Reserve University.
